The Illinois Power Agency’s long-term renewable resources procurement plan as approved by Illinois Commerce Commission provides for the procurement of Renewable Energy Credits (“RECs”) from new utility-scale solar projects and new brownfield site photovoltaic projects. The Brownfield and Utility-Scale Solar RFP will procure 2,000,000 RECs delivered annually from new utility-scale solar projects and 80,000 RECs delivered annually from new brownfield site photovoltaic projects under 15-year fixed price contracts.
A second draft standard contract form, the “Second Draft Solar REC Contract”, has been posted to the procurement website on September 17, 2018. This Second Draft Solar REC Contract incorporates comments received on the first draft of the REC contract. The Second Draft Solar REC Contract is proposed to be the standard contract form between each winning supplier and Ameren Illinois Company (“AIC”), Commonwealth Edison Company (“ComEd”) or MidAmerican Energy Company (“MEC”).
The Procurement Administrator invites interested parties to comment on the Second Draft Solar REC Contract. The comment process is explained in the Invitation to Comment posted here. The process can be summarized as follows:
