The Illinois Power Agency’s Long-Term Renewable Resources Procurement Plan (“Long-Term Plan”) provides for a procurement of RECs delivered annually from community renewable generation projects that are not photovoltaic projects under 15-year contracts. The RFP will be held in Fall 2019.
Through the Community Renewable Generation Program Forward Procurement RFP (“Non-Solar Community Renewables RFP”), the Illinois Power Agency (“IPA”) will solicit competitive bids for award of fifteen year contracts for the annual delivery of renewable energy credits (“RECs”) from new community renewable generation projects that are not community solar photovoltaic projects (“non-solar community projects”). RECs from these projects will be procured for the portfolios of Ameren Illinois Company (“AIC”) and Commonwealth Edison Company (“ComEd”), each a “Company”.
On August 30, 2019, the Procurement Administrator posted to the procurement website a draft of the REC Contract (the “DRAFT REC Contract”). The DRAFT REC Contract is proposed to be the standard contract form for the Non-Solar Community Renewables RFP between each winning supplier and AIC and/or ComEd.
The Procurement Administrator invites interested parties to submit their comments on the DRAFT REC Contract. The comment process is explained in the Invitation to Comment posted here. The process can be summarized as follows:
- Use the DRAFT REC Contract to submit your comments in Microsoft Word tracked changes; you may provide explanatory notes as well.
- Send your comments by email to the Procurement Administrator at: Illinois-RFP@nera.com
- Provide your telephone number and email in the event that the Procurement Administrator seeks clarification regarding your comments.
The deadline to provide comments is 6 PM Central Prevailing Time on Friday, September 20, 2019.
