BEC RFP – ANNOUNCEMENT: Fall 2020 Block Energy and Capacity RFP; POSTING: Schedule, Draft RFP Rules, and Final Pre-Bid Letters of Credit

The Fall 2020 Block Energy and Capacity Request for Proposals (“BEC RFP”) consists of the procurement of: (i) monthly on-peak and off-peak standard block forward products as well as combinations for Ameren Illinois Company (“AIC”) and Commonwealth Edison Company (“ComEd”) for the period October 1, 2020 to May 31, 2023; and (ii) capacity for AIC (12.5% of the 2021-2022 planning year forecast requirement and 12.5% of the 2022-2023 planning year forecast requirement).

The Procurement Administrator has posted the following documents:

  • The schedule is posted to the Calendar page of the procurement website.
  • The draft RFP Rules is posted to the Draft Documents page of the Block Energy and Capacity section of the website.
  • The Pre-Bid Letters of Credit for AIC Energy Products, ComEd and AIC Capacity Products are posted to the Final Materials page of the Block Energy and Capacity section of the website.

For the Fall 2020 procurement events, the pre-bid letter(s) of credit due with the Part 2 Proposal must be submitted electronically to each of AIC and ComEd, as applicable. The Standard Pre-Bid Letters of Credit have changed since the Spring 2020 procurement events.

A bidder information webcast will be held on Wednesday, July 29, 2020 and is open to all prospective bidders. Representatives of NERA, the Procurement Administrator, will provide an overview of the RFP Process and Rules including qualification requirements.
