In order to qualify to bid in the Utility-Scale Wind RFP, a Bidder must submit financial guarantees for its project(s) by providing either cash or a Pre-Bid Letter of Credit to each of Ameren Illinois Company (“AIC”), Commonwealth Edison Company (“ComEd”), and MidAmerican Energy Company (“MEC”). In addition, a Seller with winning Bids approved by the Commission may use a Post-Bid Letter of Credit to post security under the terms of the REC Contract. If you plan to use either the Pre-Bid or Post-Bid Letter of Credit for a Company, you must use the standard form for that Company or include modifications to the standard form acceptable to that Company.
Bidders may provide comments on or propose modifications to each of the standard forms of the Pre-Bid and Post-Bid Letters of Credit by Thursday, February 18, 2021, the Part 1 Date. Comments and requests for modifications must be made by submitting a redline in Microsoft Word format to the Procurement Administrator at Illinois-RFP@nera.com or by upload to the online qualification form. The qualification form will become available on February 3, 2021.
The standard forms of the Pre-Bid and Post-Bid Letters of Credit are posted to the Final Materials page of the Utility-Scale Wind section of the procurement website:
- The Pre-Bid Letters of Credit are labeled “Appendix 5: AIC Standard Pre-Bid Letter of Credit”, “Appendix 6: ComEd Standard Pre-Bid Letter of Credit”, and “Appendix 7: MEC Standard Pre-Bid Letter of Credit” and are posted under the heading “FINAL Winter 2021 Utility-Scale Wind RFP Documents”.
- The two (2) options for the Post-Bid Letter of Credit are labeled “Post-Bid Letter of Credit – Option 1” and “Post-Bid Letter of Credit – Option 2” and are posted under the heading “FINAL Winter 2021 Utility-Scale Wind REC Contract”.
Beneath each letter of credit is a preliminary list of modifications that are already acceptable to that Company. All Bidders may use modifications on these lists on an optional basis. Any one of a Bidder’s comments or proposed modifications to a letter of credit approved in this Winter 2021 Utility-Scale Wind RFP may result in an addition to the list of modifications.
