On February 28, 2022, the Procurement Administrator posted a draft version of the Spring 2022 RFP Rules to the Draft Documents page of the Block Energy and Capacity (“BEC”) section of the procurement website. The Procurement Administrator also posted the final Standard Pre-Bid Letters of Credit for energy and capacity to the Final Materials page.
New items for Spring 2022! The draft RFP Rules include information regarding the following new items for the BEC procurement events beginning with Spring 2022:
- Bidders have the option to post cash to meet bid assurance collateral requirements. Section V of the RFP Rules details these requirements for Bidders.
- The Officer of the Bidder must certify that the Bidder is not in violation of the Displaced Energy Workers Bill of Rights as provided under Section 10-25 of the Energy Community Reinvestment Act (20 ILCS 735/) at the time of submission of the Part 1 Proposal. This new certification, and all other certifications required under the Part 1 Proposal, are found in Section IV of the RFP Rules. This is a new requirement enacted through the Climate and Equitable Jobs Act (Public Act 102-0662).
A bidder information webcast will be held on Thursday, March 17, 2022 and is open to all prospective bidders. Representatives of NERA, the Procurement Administrator, will provide an overview of the RFP Process and Rules including qualification requirements. Time is scheduled for questions.
