BEC RFP – ANNOUNCEMENT: AIC Capacity Procurement Event is Cancelled

On September 7, 2022, the Illinois Power Agency (“IPA”) filed a Notice of Cancellation of Capacity Procurement Event in Docket No. 21-0717 to formally notify the Illinois Commerce Commission (“ICC”) that the Ameren Illinois Company (“AIC”) capacity procurement event scheduled to be held under the Fall 2022 BEC RFP is cancelled. For the avoidance of doubt, there has been no change to the block energy procurement events and these events will proceed as scheduled.

This filing is made in response to the FERC order entered in Docket No. ER22-495 approving revisions to the Midcontinent Independent System Operator, Inc. (“MISO”) Open Access Transmission, Energy and Operating Reserve Markets Tariff to establish a seasonal resource adequacy construct. In accepting MISO’s proposal to implement a seasonal capacity construct beginning in the 2023-2024 Delivery Year, the FERC Order essentially eliminates the annual ZRC capacity product which the IPA is slated to procure at the AIC capacity procurement event originally scheduled to be held on September 16, 2022.

According to the IPA’s 2022 Electricity Procurement Plan, “[i]n the event that legislative changes and/or regulatory decisions render the proposed 2023-2024 and/or 2024-2025 capacity procurements for Ameren Illinois unnecessary and that there is consensus to cancel either procurement among the IPA, ICC Staff, the Procurement Monitor and Ameren Illinois, the affected procurements would be cancelled.” As described in the notice, the Agency, Commission Staff, the Procurement Monitor, and Ameren Illinois reached consensus that the procurement should be cancelled.

At this time, the IPA is still in the process of considering next steps for procuring capacity for the AIC portfolio for the 2023-2024 Delivery Year and the 2024-2025 Delivery Year.
