Energy Storage RFP – ANNOUNCEMENT: Invitation to Comment on the Draft ISC Contract and Preliminary Proposal Requirements
On January 8, 2026, the Clean and Reliable Grid Affordability Act (“CRGA”, P.A. 104-0458) was signed into law. Pursuant to the CRGA, the Illinois Power Agency (“IPA”) will conduct an initial energy storage resources procurement (“Summer 2026 Energy Storage RFP”). The target for this procurement is 1,038 MW of stand-alone energy storage resources, with 450 MW interconnected within MISO Local Resource Zone 4 (“MISO LRZ 4”) and 588 MW interconnected within the PJM ComEd Locational Deliverability Area (“ComEd LDA”).
On April 22, 2026, the Procurement Administrator posted to the procurement website the Draft ISC Contract and Preliminary Proposal Requirements for the Summer 2026 Energy Storage RFP. The Procurement Administrator invites all interested parties to submit comments on any aspect of these documents as well as on seven specified topics listed in Appendix A to the Invitation to Comment. The deadline to provide comments is Wednesday, May 13, 2026. The comment process is explained in the Invitation to Comment posted here. This is the first of two rounds of feedback that will be taken on these documents.
Additionally, the IPA and Procurement Administrator will be hosting a third Stakeholder Workshop on Tuesday, April 28, at 10 AM CPT to discuss these materials.
