Indexed REC RFP – ANNOUNCEMENT: Comment Process for the Credit Instruments Begins

All participants in the Fall 2026 Indexed REC RFP will be required to provide bid assurance collateral in the form of cash or a Pre-Bid Letter of Credit with the Part 2 Proposal. Additionally, participants with a Bid selected and approved by the Commission in the RFP will be required to provide Performance Assurance under the Indexed REC Contract in the form of cash, Post-Bid Letter of Credit, or surety bond. The process to submit comments on or propose modifications to these Credit Instruments is being held prior to the opening of the proposal process. Submission of comments on these Credit Instruments is not required to participate in the RFP.

On August 31, the Procurement Administrator posted the Comment Process Overview with the requirements to participate in this comment process, the standard forms of the Pre-Bid Letter of Credit and Post-Bid Letter of Credit, and the Form of Surety Bond to the Final Materials page. The Standard Pre-Bid Letters of Credit for this Fall 2026 Indexed REC RFP have changed since the Summer 2026 RFP, including updates to the expiration date, the definition of “procurement event”, the email address for Ameren Illinois Company (“AIC”), and language in paragraph 4 regarding communications.

The Calendar on the procurement website includes deadlines related to this comment process. The comment process will proceed as follows: 

  • August 31: The Procurement Administrator posts the Comment Process Overview with the process and requirements to participate to the Final Materials page. Additionally, the standard forms of the Pre-Bid Letter of Credit, Post-Bid Letter of Credit, and surety bond are posted to the Final Materials page. The comment process begins on this date.
  • Friday, September 25 at 12PM (noon) CPT: Deadline to provide comments on the Credit Instruments to the Procurement Administrator
  • October 13: Assessments of comments on Credit Instruments issued to participants

Parties submitting comments will be required to register for an account here. The Procurement Administrator will begin issuing accounts to individuals that have registered beginning this week. Only one account will be issued to a company. This account will be used to submit the Proposal(s) for your Project(s) as well.
