Indexed REC RFP – ANNOUNCEMENT: Fall 2026 Indexed REC RFP for Wind, Solar, Brownfield, and Hydropower Projects Scheduled
On October 20, 2025, the IPA filed its Long-Term Renewable Resources Procurement Plan (“2026 Long-Term Plan”) with the Illinois Commerce Commission (“ICC”) and the ICC issued a Final Order approving the 2026 Long-Term Plan with modifications on February 17, 2026. The Final 2026 Modified Long-Term Plan is available on the Illinois Power Agency's website.
As approved by the ICC, the 2026 Long-Term Plan provides for a procurement of Indexed Renewable Energy Credits (“Indexed RECs”) from new utility-scale wind projects, new utility-scale solar projects, new brownfield site photovoltaic projects, and new hydropower projects at an existing dam or modernized or retooled hydropower projects this Fall 2026.
The schedule for the Fall 2026 Indexed REC RFP is posted to the Calendar page of the procurement website. A draft version of the Indexed REC Contract along with preliminary project qualification requirements will be posted on Tuesday, August 18, 2026. A request for stakeholder feedback will be issued at that time. Bidders may begin submitting qualification materials for projects in September and bids will be due on November 30, 2026.
