Indexed REC RFP – ANNOUNCEMENT: Invitation to Comment on the Draft Indexed REC Contract and Preliminary Proposal Requirements
The 2026 Long-Term Plan provides for a procurement of Indexed Renewable Energy Credits (“Indexed RECs”) from new utility-scale wind projects, new utility-scale solar projects, new brownfield site photovoltaic projects, and new hydropower projects at an existing dam or modernized or retooled hydropower projects at an existing dam this Fall 2026. The quantities to be procured are 837,984 RECs delivered annually from either new utility-scale wind or hydropower projects, 433,333 RECs delivered annually from new utility-scale solar projects, and 296,271 RECs delivered annually from new brownfield site photovoltaic projects.
On August 18, 2026, the Procurement Administrator posted to the procurement website Preliminary Proposal Requirements and the Draft Indexed REC Contract for the Fall 2026 Indexed REC RFP. The Procurement Administrator invites all interested parties to submit comments on any aspect of these documents as well as on one specified topic (General Feedback on Improvements). The deadline to provide comments is September 4, 2026. The comment process is explained in the Invitation to Comment posted here.
