Indexed REC RFP – REMINDER: Optional Comment Process on Credit Instruments Open; Comments due Friday, September 25
All participants in the Fall 2026 Indexed REC RFP will be required to provide bid assurance collateral in the form of cash or a Pre-Bid Letter of Credit with the Part 2 Proposal. Additionally, participants with a Bid selected in the RFP and approved by the Commission will be required to provide Performance Assurance under the Indexed REC Contract in the form of cash, Post-Bid Letter of Credit, or surety bond. The process to submit comments on or propose modifications to these Credit Instruments is being held prior to the opening of the proposal process. Submission of comments on these Credit Instruments is not required to participate in the RFP.
On August 31, the Procurement Administrator posted the Comment Process Overview with the requirements to participate in this comment process, the standard forms of the Pre-Bid Letter of Credit and Post-Bid Letter of Credit, and the Form of Surety Bond to the Final Materials page. The Standard Pre-Bid Letters of Credit for this Fall 2026 Indexed REC RFP have changed since the Summer 2026 RFP, including updates to the expiration date, the definition of “procurement event”, the email address for Ameren Illinois Company (“AIC”), and language in paragraph 4 regarding communications.
The deadline to provide comments on the Credit Instruments is Friday, September 25, 2026 at 12 PM (noon) CPT. A party interested in participating in this comment process must register for an account in order to access the online form to submit comments. The exclusive method for providing comments is by submitting a redline of the credit instrument in Microsoft Word format.
If you have not done so already, please register for an account to access the online Credit Instruments Comment Form here under the Contact Us page. Select the “Indexed Wind, Solar, Brownfield, and Hydropower” category. Please include your name, company name, parent company name, email address, phone number, and the number of projects for which you intend to submit a Proposal. This account will also be used to submit the Proposal(s) for your Project(s) in the RFP. The Procurement Administrator will issue account activation and qualification form instructions to individuals that have registered. Only one account will be issued to a company.
Interested parties that activate their account can log in to the online form here, or select Qualification Form under the Indexed Wind, Solar, Brownfield, and Hydropower section on the side navigation panel of the procurement website and choose “If you have an account, please log in here”. If you have accounts for multiple Projects, the online form to submit your comments will be accessible in the account for the Project with the lowest numbered project tag (i.e. ENTITY ABC-01).
