Indexed REC RFP – REMINDER: Part 1 Proposals due TOMORROW, April 30 at 12 PM (noon) CPT; Additional Documents Posted
In order to submit a Bid for a Project in the Summer 2026 Indexed REC RFP, a Bidder must submit a Proposal, which consists of two (2) parts. The first part of the Proposal, the Part 1 Proposal, is the Bidder’s response to the qualification standards under the RFP Rules. Part 1 Proposals are due by 12 PM (noon) CPT TOMORROW, April 30, 2026.
Important! In Section 1 to the Part 1 Proposal, the Bidder is required to name entities and individuals relevant to the Proposal. New for Summer 2026, there are additional and updated requirements in this section along with updated certifications related to maintaining the confidentiality of your Proposal. The confidentiality requirements begin as of the opening of the Part 1 Window. Additional information is provided on slides 44-49 of the Bidder Information Webcast and in FAQs 3-7.
POSTINGS: This week the Procurement Administrator posted the final lists of acceptable modifications to the Pre-Bid and Post-Bid Letters of Credit, as well as Appendix 15: Evaluation Process, to the Final Materials page of the procurement website.
If you have not done so already, please register for an account to access the online Part 1 Form here under the Contact Us page. Select the “Indexed Wind, Solar, Brownfield, and Hydropower” category. Please include your name, company name, parent company name, email address, phone number, and the number of projects for which you intend to submit a Proposal. A separate Proposal must be submitted for each Project. The Procurement Administrator will issue account activation and qualification form instructions to individuals that have registered. Only one account will be issued to a company. Bidders that registered for an account to submit comments on the Indexed REC RFP Credit Instruments will use the same login credentials to access and complete the online qualification form(s) for their Project(s).
Bidders that activate their account can log on to the online form here or select Qualification Form under the Indexed Wind, Solar, Brownfield, and Hydropower section on the side navigation panel of the procurement website and choose “If you have an account, please log in here”.
