The 2023 Electricity Procurement Plan (“2023 Plan”), as filed on September 28, 2022 for Illinois Commerce Commission (“ICC”) approval, proposes an Early 2023 procurement of capacity for AIC for the period June 1, 2023 through May 31, 2024. The Early 2023 procurement event would be the replacement event for the cancelled Fall 2022 capacity procurement event, which was scheduled under the Fall 2022 Block Energy and Capacity RFP. The capacity product to be procured in the Early 2023 procurement event will be seasonal ZRCs in order to comply with the recently approved changes to the MISO capacity market construct. At this time, the 2023 Plan and whether and when to conduct the Early 2023 procurement event is subject to ICC approval, which is expected in mid-December. An announcement confirming if the procurement will be held will be sent once an Order regarding the 2023 Plan has been issued by the ICC.
Due to the short timeline for this procurement, the Procurement Administrator is conducting preliminary activities to prepare for the procurement event prior to the ICC Order on the 2023 Plan. In particular, the draft supplier contract will be posted for comment by interested parties by Thursday, November 10, 2022, and comments will be due by Friday, December 2, 2022. The qualification process to participate in the Early 2023 Capacity RFP is expected to begin in January 2023. A tentative schedule with additional dates and deadlines will be posted soon.
