New Solar Procurement
Public Act 99-0906 (the “Future Energy Jobs Bill”) was signed into law on December 7, 2016 and became effective June 1, 2017. This legislation calls for an initial forward procurement for the delivery of one million renewable energy credits delivered annually from new Solar Projects (utility-scale solar projects or brownfield site photovoltaic projects) to AIC, ComEd, and MEC. A first procurement event held in Fall 2017 procured 200,000 RECs annually from new Solar Projects. Two additional procurement events will be held in the first half of 2018 to procure the remaining 800,000 RECs annually from new Solar Projects. The legislation also called for an initial forward procurement for the delivery of one million renewable energy credits delivered annually from new utility-scale wind projects, which was held in Fall 2017. For each procurement event, delivery of the renewable energy credits begins on June 1, 2019, if available, but not later than June 1, 2021. The procurement event in Fall 2017 was held under the Wind and Solar RFP while the procurement events for 2018 are held under the New Solar RFP.
