W&S-8: Are replacement RECs allowed under the terms of the REC Contract? For example, can a successful bidder whose project’s production has fallen short of its annual quantity buy another successful bidder’s RECs produced from a winning project in excess of its annual quantity to meet its delivery year obligation?

No. RECs must be delivered from the project to which the contract was awarded.
