Does the Illinois Power Agency procure Renewable Energy Credits (“RECs”) to meet the goals and targets of the Renewable Portfolio Standard for all retail customer load in the state?

Yes. Public Act 99-0906, effective June 1, 2017, requires the Illinois Power Agency to develop a Long-Term Renewable Resources Procurement Plan and implement procurement programs and competitive procurement events necessary to meet the goals and targets of the Renewable Portfolio Standard for all retail customer load. The most recent Long-Term Renewable Resources Procurement Plan is available on the IPA’s website here and additional information is provided in section 2.3.1 Load Applicable to RPS Goals.
