For a utility-scale wind project or a utility-scale solar project, is there flexibility for the Project’s actual capacity once it is built to be different from the capacity that was named in the Proposal, as long as 1) the Project’s nameplate capacity remains above 2 MW and 2) the annual quantity of RECs remains unchanged?
