Request for Stakeholder Feedback on Waiver for Minimum Equity Standard
On February 8, 2023, the Illinois Power Agency published a Stakeholder Feedback Request for the process to request a waiver for the Minimum Equity Standard requirements for entities that have received a REC contract award under the Adjustable Block/Illinois Shines Program or through the IPA’s utility-scale REC procurements for a given Program/delivery year.
Following the review and consideration of public comments on the waiver, the Agency intends to finalize the waiver and process for the 2023-2024 Program year/Delivery year beginning June 1, 2023.
Comments on proposal are due on Wednesday, February 22, 2023 and should be submitted to IPA.solar@illinois.gov with the subject line “[Responding Entity Name] –Stakeholder Feedback on MES Waiver.”

Stakeholder Workshop Related to REC Contract Payment Deferral Mechanism for DY 2021-2022
On March 3, 2021, the Illinois Power Agency (“Agency”) filed a petition with the Illinois Commerce Commission (”ICC”) for the reopening of Docket No. 19-0995, the proceeding related to the Revised Long-Term Renewable Resources Procurement Plan. This filing demonstrated that due to the widespread project energization delays that resulted from the COVID-19 pandemic, the available renewable portfolio standard (“RPS”) budget for the 2021-2022 delivery year (“DY2021-2022”) could face a funding shortfall. The filing was approved by the Illinois Commerce Commission with modifications on May 27, 2021. The Agency held a stakeholder workshop and received comments on the draft REC Contract amendments. REC Contract amendments were published on August 31, 2021.
On November 9, 2021, the Agency filed a notice with the ICC (Docket No. 19-0995) to inform the Commission that the Agency has withdrawn the REC Contract amendments that were published on August 31, 2021. As stated in the notice, in light of the changes under Public Act 102-0662, the Agency no longer projects a budget shortfall for the 2021-2022 delivery year, thus rendering moot the REC Contract amendments developed in accordance with the Commission’s May 27, 2021 Order on Reopening. Low-Income Community Solar Pilot – Request for Feedback Process
In 2019, the Illinois Power Agency (“IPA”), through its Procurement Administrator NERA Economic Consulting, conducted a competitive procurement under the Low-Income Community Solar Pilot, a sub-program of the Illinois Solar for All Program. Projects selected through the Low-Income Community Solar Pilot receive a $/REC price determined through a competitive bidding process under 15-year contracts with the IPA. Projects must result in economic benefits for the members of the community in which they are located and must include a partnership with at least one community-based organization. Please refer to Section 8.6.4 of the Revised Long-Term Plan for additional information.
To prepare for a next procurement, the IPA and the Procurement Administrator seek stakeholder feedback on several topics. Responses are due by May 17, 2021 and should be sent to Illinois-RFP@nera.com.

Comments are welcome from both participants in the first competitive procurement under this sub-program as well as from other interested parties. Commenters need not respond to every question (some may not be applicable) and commenters should not feel limited by these questions in providing feedback.
