Utility-Scale Wind Procurement

Public Act 99-0906 was signed into law on December 7, 2016 and became effective June 1, 2017. This legislation called for the Illinois Power Agency (“IPA”) to develop a Long-Term Renewable Resources Procurement Plan. On December 4, 2017, the IPA submitted its Long-Term Renewable Resources Procurement Plan (“Long-Term Plan”) to the Illinois Commerce Commission (“ICC” or “Commission”) pursuant to the provisions of Sections 1-56(b) and 1-75(c) of the Illinois Power Agency Act and Section 16-111.5 of the Public Utilities Act. As approved by the Commission, the Long-Term Plan provided for a procurement of 1 million RECs delivered annually from new utility-scale wind projects (projects over 2 MW) under fifteen-year contracts. This procurement event was held in Fall 2019 and no projects were selected under this procurement event.

In accordance with Section 16-111.5(b)(5)(ii)(B) of the Public Utilities Act, the IPA filed its first revision to its Long-Term Plan, its Revised Long-Term Renewable Resources Procurement Plan (“Revised Long-Term Plan”), on October 21, 2019.  In its Order dated February 18, 2020 which approved the Revised Long-Term Plan, the Commission approved the IPA holding a utility-scale wind procurement in 2020 or 2021.  Such event will be for the procurement of  1 million RECs delivered annually from new utility-scale wind projects (projects over 2 MW) under fifteen-year contracts.

The IPA is seeking feedback prior to holding this utility-scale wind procurement event (“Next Wind Procurement”). The IPA is seeking feedback on any barriers that may have limited successful participation in prior utility-scale wind procurements, or that may limit successful participation in the Next Wind Procurement.  Additionally, the IPA is seeking stakeholder feedback on factors that may impact the timing of the Next Wind Procurement.  Additional information and a list of specific questions that the Agency has posed can be found here.  The requirements and contractual provisions from the Fall 2019 procurement event and the Fall 2018 procurement event are available here.
